This scientific paper introduces the Educational Social Impact Assessment (ESIA), a new framework designed to evaluate the broader social value generated by higher education, vocational education and lifelong learning initiatives.
Moving beyond traditional indicators such as employment rates, certifications and economic outcomes, ESIA examines how educational projects contribute to well-being, inclusion, empowerment, skills development, institutional cooperation and community cohesion. The framework assesses these impacts across different stakeholder groups and throughout the full project life cycle: design, piloting and post-project phases.
The EXCEED project is presented as one of the framework’s main application cases, demonstrating how vocational excellence networks can generate long-term value through green and digital skills, learner empowerment, stronger institutional partnerships and closer alignment between education, industry and public policy.
